What is the best chest expansion exercise and how often should it be done?

What exactly do you mean by chest expansion? You haven't filled out your profile, though I am guessing you are male, so you mean getting a wider, fuller chest? or if you are female, maybe you mean enlargement?
Expanding your chest is thought to be possible by some, argued to be physicaly impossible by others.
Those who believe in it recommend lying pullovers, they are supposed to expand your ribcage, thus expanding your chest. They are a good lat exercise, and I can feel some pec recruitment if i really squeeze when i get to the top of the movement, but I don't think you can expect to expand your chest much once you are fully grown.
You could focus on adding some size to your shoulders and widnening you lats, thickening your pecs, while tightening your waistline, that would give the look of a larger chest, with a nice taper to your waist.

There is not just one exercise...you gotta hit the chest at different angles...flat, incline, decline, flies.

LOL! How did I miss this post? Charlie, I have not laughed this hard in a very long time! Kudos to you, sir. And thanks for making me the rocket scientist. Although, I'm half afraid to ask about this "propulsion" system that I allegedly invented... sounds like a "gas" joke just waiting to happen. HEY! I know, I'll blame the "gas" on "my dog"! Bad Mutt! Thanks, Jdelts, for setting the record straight for everybody.

Yo, Muller, I enjoy the stretch I get from doing lying pullovers, although I doubt I'm using a weight that's heavy enough to really build any muscle. However, I do enjoy the stretch they provide after doing heavier chest exercises like BB or DB presses in flat, inclined, or declined positions.
