I'm 18 5'10 and weight about 130lbs. I've always been a small guy and i'm starting to work out but i dont really know the right direction. Like most starters i guess i want to work on my arms and pecs so i guess my real question is how do i bulk up these areas with general weight lifting?

You really need to EAT. Eat as much as you can, but keep it clean. Pick a program off this site and get started. At your height and weight food needs to be your best friend. Good Luck and welcome to FT.

Eat big to get big. Consume mass to gain mass. Any way you say it, it means EAT!
Any decent beginners training program (like the ones here on FT) will eventually give you some development. Just keep your diet in check and good things will come.

Eat tons of clean protein, lift heavier weights in a lower rep range, and split your work outs right. Stick with the basic lifts to gain mass (I.E barbell curls, squats, overhead military press, ect.)
