Can any body tell me what is the appropriate amount of time you should take between sets? When I am at the gym, I see every thing from people going right on to the next set to people wandering around before going on. What is the best.

Depends on what you want to accomplish. Powerlifters can wait more than 5 minutes between sets. Some people perform supersets or giant sets so they go from one exercise to another with no rest. What are your personal goals?

This depends on your workload meaning how heavy you are lifting!
Here is a gage:
Sets of 13 reps and above 30 second rests
Sets of 8 to 12 reps 1 to 1.5 minutes
Sets of 6 to 9 reps 1.5 to 2 minutes
Sets of 3 to 5 reps 2 to 3 minutes rest
Set of 1 to 3 reps up to 5 minutes rest
You can do both if talking to the right people because you and they will stop engaging in conversation and get right back to a set and then talk some more lol.
People that do a set and wonder off for long periods of time are wasting time.

Depends on your objective, if you are doing circuit training, no rest time, if you are building, it's good to take 60 sec. But there is nothing set in stone. Ultimately, the rest time between sets is taken by pulse and to wait untill your HR has fallen below 60% of your max. All this has a significant effect on your performance during the succeeding sets, even your next training session.

Like everyone else has said, it all depends. For me, my main movement (1-3 reps usually, sometimes as high as 5) generally takes me 4-5 minutes between sets to be ready. However, I like to blow through my accessory stuff (6-10 reps usually), aiming for less than a minute. I do this to bring up my conditioning as well as get my muscles ready for the higher rep events.
For speed stuff it's usually 30-45 seconds.
