I work out around 5 times a week, really intensely, and I am not seeing the exact results that I want around my stomach area. Therefore, should I cut back on my carbs, and focus more on just protein?

What do you mean by 'really intensely?' Is it resistance, cardio, or some of both, and how much? Also, it may not be as simple as just cutting out some carbs. What does the rest of your diet look like?

Carbs in and of themselves are not the enemy here. They take a bsd rap, and rightly so when it comes to "refined" carbs. It is more about the TYPE of carbs you eat. You basically want to increase your muscular sensitivity...i.e...meaning your cells are more sensitive to insulin and therefore your body does not need to release as much after each meal. Just enough to key release of glucogen, which is the exact opposite basically of insulin, and burns fatty acid stores. While not getting too techincal here, your carb sources need to come from fibrous carbs mainly, such as beans, brown rice, any fibrous greens. That being said, you need to know your maintenance calories, and lower your caloric intake by an amount weekly and keep your protein up. All this adds up to your fat loss. Upping your cardio will help create a calorie deficit. You cannot spot reduce, fat has to come off where it will till you get to your desired parts.
