If someone were to wear sweatsuit to workout does it burn more calories or just make the person lose more water weight? It is kind of like going to a sauna.

Body fat, muscle, etc., are loss due to an increase in caloric output as well as a decrease in caloric intake. Period. Wearing too warm of clothing while already increasing your body's temp due to exercise will only force unnecessary loss of water, resulting in dehydration, and the problems that can come from that.

As a matter of fact I would think being too cold burns more calories. Your body would burn more calories to heat itself up, example..... shivering.
Does that sound right?

Sounds good, in theory. However, in practice, your body is more effective and less injury prone when warm.
You are thinking along the right lines though.
