Ok I know this sounds kind of lame only 2 weeks into my training program, but I am just kind of getting started.
I have been doing a pretty sound program, founded on toning as opposed to the lower reps, so I'm doing 8-12 reps at 3 sets max and this is based of 60% of my 1RM for that training month, and then my 1RM is reestablished and I start over yada yada... I have only been recently ensuring that I have been making maintenance + 500 calories, and I go + 1000 calories on training day just for insurance, but even with this, I have been getting adequate protein etc, and my biceps have enlarged a little bit but I see no change in weight in the scale, can anyone give me some ideas on what I should change... I currently don't have a PWO shake and I don't really wanna take any supplements etc...

2 weeks? you gotta be kidding me...give it 6 months for noticeable results....your water levels fluctuate daily...so it's hard to notice lets say 0.5lb lean muscle gain in the 2 weeks...be patient...that's the key...

If your biceps are bigger, you are getting results. the scale may not have changed because maybe you lost some fat...

No wonder I've lost weight but grown a bigger chest and bigger arms.

I'm hitting 6 months and just now starting to get what I feel are noticeable visible results. Give it some time, stay focused and don't get discouraged. The results of your hard work will show in time and fuel your desire for bigger and better goals.
