I know for cardio its best to be in the "Target Heart Rate" but what happens if for the duration of the cardio session i am in the maximum heart rate or higher?

I've had the same concern in the past. For some reason, when I did cardio, my heart rate would go over the target zone even if I slowed down a bit. I believe evryone is different in that respect. If you really want to know your target heart rate, go to a cardiologist in sports medicine.

Ya got to stay at 75-80% of your THR for trng. Just slow down. Its that simple.

I've been having my heart rate high in cardio for the last few months so...there arent any effects to my health are there?

No, no danger if you don't feel bad, but you say that your heart rate has been high for the last few months?!! With the same sort of cardio and intensity? If so, that's not normal.
What cardio do you do and how often?
