You are 13. Try getting more exercise, like playing basketball, riding a bike/scooter/rollerblades. Playing tennis/soccer, running at the rec center. Walk more, play less video games.
You probably know the difference between good food and junk food, eat more healthy foods.
You are still growing, you could do light weight lifting, but not maximum weights.
First, try being more active, and then add in a few sets of pushups, find a place to try pullups (the bars at the jungle gym work fine), climb stairs, or the bleachers at the school track, do jumping jacks, shadow box, jump rope (or imaginary rope).
There are a lot of ways to get moving and burn calories, which is what you need to do to lose fat.
You are still young and growing, so don't diet in the strict sense of the word, just try to be healthier. And be patient, you have a few big growth spurts to go through yet. My husband had his 'babyfat' until his freshman year in college (late bloomer) and then with a little weight lifting and a different diet he got huge and lean in no time flat.

asimmer is exactly right don't worry your body has barely begun to develope props for more physical activity and cleaner diet Good luck

mattmatt, I want to be thirteen again. Enjoy it. Many of us were late bloomers. Play hard and lift light.

4'10!? At the top of ur post it says 5'10, if you are 5'10 and u weigh 140, thats pretty skinny, but if ur 4'10 i guess just excersise:)
