What's the best strategy after you miss a workout? Try to make it up? Skip it altogether?

Pick it up the next workout. Do not skip it.

Don't worry about it and do the missed work out the day after.

Likewise...also I find that when I switch around my workout to my work/life schedule ahead of time, that helps me NOT miss workouts...If I have to work late or a long day, I take that day as an off day...my more open days, I'm more likely to workout and do so better
