I have about 20 pounds to lose and would like a flat stomach and to build up muscle what would be the the best and also the most fast way to do so.

The general rules are loose fat cut down on fatty food and some cardio, gain muscle eat lotsa protein bout 1.5grams per lbs of your weight and lift heavy weights reps of 6-12. Not sure what to do with carbs, I heard it can make stomach fat, on other hand I hear it aids the muscles for training so..

Your diet is the key along with a good training routine.
You cannot just lose the fat around your stomach,(spot reduction is impossible)but will shed evenly all over.
Stop eating unhealthy carbs, and up your protein.

There is no quick solution or magic bullet, if there was obesity wouldn't be the leading cause of health problems in the US, would it?

Consistent exercise, good nutrition, adequate rest, and balance - those are the key ingredients.
