Workout set time should never > 15 sec

Reading various sources and here at FT I have gathered the following general best 'timing' rules:
Time between sets - 1 to 2 mins
Time of day to workout - Morning
Time of total workout - < 1.5hrs, 45mins ideal.

But today digging around I read this for the 1st time:
Your sets should never extend over 15 seconds.

I don't think I can do this unless I really speed up or stop doing 12 (15 on exercises I can not yet up the weight on and do 6) max reps.

What is the consensus? Should I start concentrating on getting 12 max reps in 15 seconds? Some exercices that would really be throwing the weight around.

its just one opinion.. make sure your technique is good, resist on the eccentric, and smooth contraction on the concentric.

bs seconded... And not just on the 15 second thing.
Time of workout should always be less than an hour. At 45 minutes, testosterone peaks, and cortisol levels start to rise afterwards.
The best time of day to workout varies from person to person. Looking back at my logs, I have always made better gains from working out between 4-6. Charles Poliquin states that the best time to work out is between 4-7, because that is when you body temperature is naturally at its peak. Others respond better to morning workouts because that is when testosterone production is highest.
As for time between sets, this can vary greatly as well. As a powerlifter, I routinely take breaks greater than 3 minutes on heavy sets. I also have trained people to gain muscle taking 20-30 seconds between sets. Also, while training strength-endurance, I work to cut down TBS while using a maximal load.
15 seconds is a long time for a powerlifter's or olympic lifters set. Conversely, its also a very short time for a bodybuilder, as the time under tension may not be great enough to elicit hypertrophy...
Many of these "studies" are done on inexperianced weight lifters, and are often faillable because of inconsistant data and other variables. Watch what you read
