I've seen a few workouts like these around the net. That is, very few sets, all of them to failure, full body workout, 3 days a week.

There are as many workouts out there as you can imagine. Every one if done correctly with proper diet will result in some type of advancement in your physique.
Normally, the optimal rep range for hypertrophy is in the 9-12 rep range. Be extremely careful of a workout if there is a product being sold also.

Ahh, of course,but the question is, which ones are generally the most effective (though I'm sure they depend on the individual and too many factors to take in account)

The key is variation! Do that workout for 6 weeks. Then find another workout and do that for a period. There is no real best as one would have you believe. Just don't look for the "easiest" one you can find. Approach a workout with the thought, this will challenge me! This is what will induce your progress. Challenge the muslces.
