If you are trying to burn fat, forget target heart rate stuff unless you have some medical problem that warrants it. It is a myth as far as the "fat burning zone". Cardio creates a calorie deficit, this is your goal. Your body is going to use whatever fuel it has available when you are exercising, if you do not have glycogen(carbs), it will go to muscle to get its energy(bcaa's break down efficiently for glucose). Your fat is burnt best by the raising of your baseline metabolism for the day. Please fill in your profile so we may help you better by knowing some goals, level of fitness, etc.

Target HR is determined bythis formula:

220 - 41 (your age)=179
This tells you your max is 179.
one usually targets 75-85% after warm up which is usually at around 60% of that. But like BB! said if you are trying to burn fat that won't help. Get the metabolism going with the weights and then do your cardio.
