Hi have a female friend that has good solid muscle but wants to tone and define. Should she hit weights with high reps low weights or what?

NEVER drop your weights when toning. This is a mistaken practice somehow started years ago. Diet is key. this is what will make her tone, throw in a good amount of cardio to create a calorie deficit. Make sure she keeps plenty of protein in her diet.
