Old out of shape mom needs help

I am new at this. I am 41 yrs old, 5'3" tall and weigh 115.
I want to lose fat and start bulking up. Should I do more cardio to lose the fat first and then work more on the weights after that? Please help me get started.

Start bulking up first seeing that you already have the weight there.

Yep - start lifting heavy and eating clean and you should add mass and lean out a little.
