i.e. sprinters they maintain a low body fat for quite some time yet some of them have quite a bit of mass, basically the kind of mass that is desireable for me, would doing a strength training program and eating around maintenance get me this kind of physique? i am wanting to drop body fat to become a sprinter

yes but body composition change takes quite a bit of time....eating maintenance while training really heavy.,..with sub 5 reps...can get u there....u just have to be patient...
u must also eat really well....every calorie counts....as does the type....u can maintain caloric intake or cut slightly...depending on whether you want to lower you bodyweight or keep it about the same...
