I want a body like this. Im a little shorter then he is but my body like my chest/neck/biceps/wrists/forearms all of that shabang measures out to this man. Do I just lift weights or do I do cardio as well to get that "defined" look?

That is a recipe for muscle loss. Old school. Keep your weights heavy as you can.
