How high is high?

Hey, im new to weight training and i have a question. I was told that if i wanted to tone up i should do a low weight and high reps. However how high is high? Is it different from all people? Also i been jogging for about 40-60 minutes 5 days a week for afew months and i read that it will decrease muscle mass. What exactly does that mean? Muscle apperence will get smaller? Sry if these questions sound silly lol

Well first of all; low weight + high rep will not 'tone' you. Stick to lower reps and higher weight to build muscle.

If your goal is to build muscle, you're doing too much cardio and probably will have a hard time gaining muscle.

Oh, the general rule is 4-6 reps for strength 8-10 for size and anything more for endurance.

Short Term Goal? I was to loose atleast 2-3 pounds a week.
Long Term? I want to loose 15 lbs until July 19th. Im more interesting in losing the fat weight. It doesnt matter to me if i gain the weight back, as long as it is muscle and not fat.
Reason? So I will feel more comfortable with myself. Im mainly doing this for myself.

I was thinking of taking my cardio down to 35min a day (5 days a week) and follow the workout plan I got on here.

It means that if you're not eating enough and you're running that much that your body will turn inside to get the "food" it needs and it tends to look towards muscle. So if you're not eating right and enough food then you will actually lose muscle along with the fat and that probably isn't what you're shooting for.
