I have been working out hard for the last month at my gym and I got weighed and I gained two pounds. But I lost a half an inch in my waist but gained an inch and a half in my hips and thighs. It seems every time I work out I gain in my legs and they are my problem areas. I watch what I eat I exercise 4-5 days a week. Can anyone give me some suggestions.

Keep up the training. Make sure you work your other body parts hard. Everyone has one initial part that responds faster to muscle growth than others, but others will eventually catch up. The 2 lb. gain is most likely muscle. Keep up the good work. And most of all, eat a good diet to sustain lean tissue and new lean tissue growth.

I don't want to gain muscle in my legs though is there another work out plan that I can do? I want my legs to be smaller. I want to lose fat all over but I want to lose fat and muscle in my legs.

Don't worry, you're not going to look like a body builder unless you start juicing. You won't gain enough muscle on your legs to make them look big or awkward. Cut down your body fat and continue working out and your legs will look fine.
