i'm 15 i've been lifting for two years and everything with it like diet and learning exercises but i'm running out of weights and i can't afford new ones and i can't fit that many weights on the dumbbell any way but i need something else to build my pecs

For your chest do push ups. Ask your little sister (brother or even mother! ;o) to sit on your back (not only lower but entire back!) and push!
You got different ways to do push ups; jumping, one hand, declined etc etc
Wont give you much mass but a nice toned chest. Good luck!!

Another sinple strategy would be to grab a bookbag, throw some weight in it you can handle and strap that on to your back and pump out a few sets of push-ups. This is a good way to really build up your whole upper body.
