j-carter - this has been discussed at length, in a few different post - look for bbfit's post on cardio and another post called 'for those who want to loose fat' (something like that).
I find the best time to do my cardio is when I can fit it in, and when I will stick to it. Sometimes that is in the morning, sometimes after I lift, and sometimes in the evening.
have fun, don't over-analyze, do your cardio when it fits into your shcedule (just not before lifting, if you want more muscle..):)
