I really tried so hard to do the seated rear later raises but I can only do about 5-7 reps for 3 sets so would doing Barbell Row (to neck with elbows out)be a better option?

If you are trying to work rear delts, stick with the rear delt raises. Barbell rows are more for the front delts and traps.

Is it because you get an uncomfortable pain? No everyone can do all exercises. You can try using really low weights until your body gets adjusted to the form. Or you can try doing them in a prone position, meaning, lie down on a bench and do the same movement. Or, instead of lifting your arms out, lift them towards the back, keeping your arms close to your body.
