I have been counting calories for the past almost 2 months and not lost a single pund. I lose 2-3 pounds then gain it right back. Like yesterday i was down to 140.4 today back to 142.0. ?I dont understand, i have been trying to eat to my bmi rate which is around 1400 calories.I run about 2.5-3 miles 4-5 days a week.Maybe i should get some weight train in? Any adive would be great, and TIA!

Stop looking at the scale. Throw it out.. get rid of it... or at least weigh yourself only once a week.
What you should be more concerned with are how your clothes fit. Do they feel different?

My weight always fluctuates 1 or 2 pounds. Don't worry about it. You may need to slightly increase your calories if you're burning a ton off through exercise. You may be creating too much of a caloric deficit, and your body could be fighting against you.
And YES do strength training!

Your problem in my opinion is you are eating too few calories. 1400 calories is below your suggested intake, your body is most likely going into a "starvation mode" and actually retaining weight. try bumping it up about 500 calories and give it a month I bet you see some results.

Sorry forgot to add... I did a few calculations on finding your base caloric needs using the things you said in your original post, but estimated your height, so it might be off based on whether you are taller or shorter than I assumed. Regardless, they all showed that based on your current weight, activity level and estimated height, your body needs approximately 2100-2300 calories (i used 3 different calculators, this was the variance range) per day to maintain your weight. 1400 calories is about 700-900 below this, which is too much.... I would probably in my opinion be between 300 to 500 below your needs....
