I've been working out 4 times a week last year ... Monday, Tuesday, Thursday, and Friday .. all different muscles each day but I don't know if thats the right thing. I am 17 right now ... and im wondering should i continue with the 4 week work out or go to Monday, Wednesday, Friday and do it 3 times a week?

If you switch to 3 times a week go
Monday thursday saturday

Now why shouldn't it be the right thing to work out 4 times a week like you did last year? If you felt fine about it, I wouldn't change.

Because i havent achieved what i wanted ... i gained strenght but the fat is still here ... i wanna loose it but its hard and it seems these exercises havent been doing that ... they make me add more pounds not turn fat in to muscle.

I would recomend you to do some cardio

Add several cardio sessions, change your routine around and lift heavier. Also check your diet. Are you eating enough? Too much? Enough protein and carbs?
