1. I was lifting 2 or 3 times a week for 3 - 3 1/2 years. About five months ago, I stopped. I gained about 20 pounds, mostly around my midsection. If I start lifting again, how soon can I expect to get back to my better, lighter self?

2. I lost my basic program and need a new one. My question is what muscle groups should I target together (ie. shoulders and biceps; chest and abs)? I'm looking to work out three or four times a week. Any help is appreciated.

If it took 5 months to do the damage, that wouldn't be an stretch to say it will take the same to un-do it. Now if you really buckle down with your diet I think you could do it realistically without losing much muscle in less than half that. 1-2 months I'd say.
