I was wondering if there is any kind of push-up I could do that would workout my lower chest. I don't have a decline bench and I don't have anything available to me that I could do dips on. Thank you for your help.

Do inclined push ups: feet on floor, hands on your bench. And if you can manage to strap some weights on your back, this will add more resistance.

I need an advise on how to shape up my sagging chest. I've always had a problem toning up my lower chest. Is it that I have more fat on my lower chest or what?

Problem with the gravity...... lol no it's not even a joke!
The fat sort of goes down on the lower chest and gives you this "saggy" look.
Cardio, weight training and diet is the solution.
