i have started doing shrugs and i was wandering why i can only do 4 sets of 8 at 130lbs i have decent sized traps. Its pretty weird seeing how i can deadlift almost 300lb and bench almost 280, and i can't use more weight on shrugs its pretty ridicoulous. Is it ok to lift light on these. Any suggestions will help. Also im using barbell free weights.

Well body building (especially when wanting to build mass!!) has not very much to do with taking heavy but instead about the technic and the FEELING of the given exercise. If you still feel the trapezius work and you get results then why worry about the weight?!!!
By the way, deadlift and bench press are compound exercises which is not the case with the shrugs. Only one muscle is working there. Maybe that's also one of the reasons why you cannot take that heavy. You simply cannot compare those exercise.

If you're stuck where you're at, try doing some partials after you've gone to failure with full reps. Also, try super setting some military presses using ascending sets for about 5 sets, no rest. That'll beef up the area around the traps.
