I have gained and lost weight plenty of times in my life, always going back to the gym when I think I have let myself go too much.

When I start back up again I can see the definition in my forearms and arms not even 2 weeks back to training. I have barely lost any weight so far but my arms are getting more "muscular" so to speak and I am wondering if this is because my arms are losing fat or the muscles are just getting bigger and showing more through my skin?

This early in your workout a good share of it is water, some of it is fat loss some of it is muscle mass.

The yoyo lifestyle is not the best though. Consistency, even if it's a bit less than ideal is better than the up and down thing.
Also after working out, your muscles will look bigger and firmer, as they are flush with blood.
