Same weight for all shoulder exercises?

I was in the gym the other day and noticed a guy going straight from side lateral raises, to front raises, to bent over laterals, using the same weight.

I can lift more doing front raises, for example, than side lateral raises, but should I be aiming for the same weight for each exercise for the best 'rounded development'.

Maybe the guy wasn't necessarily looking to build and muscle, but get a good burn and tone up. Those are all what I consider to be secondary lifts as far as working the shoulders go. Was he just warming his shoulder up I wonder?

It sounds like the guy had a good triset going on,like returnofplex said he was looking for a burn or a good warm up.who cares what this guy does,you should worry about your needs.:dumbbell:
