trouble losing inches

Hello everyone! I'm new to this site.. so please, be nice :D! I am 19 years old, 5'2, and I weight about 119 lbs. The issue is that I'm pear shaped.. so, my stomach is fine but its my thighs, hips, butt, and arms that irritate me.
For those who know junior's girl pants size, I wear a 3-5, which isn't that bad. I've been training and working out in a gym and at home for over a year now. 2 years ago, I weighed 135 lbs and wore a size 11. My doctor said I lost 4 litres of fat. So, that's good, isn't it? But the problem now is... I have cellulite on my upper thighs, and stretch marks.
So my legs look so bad without clothes to conceal them. I've been continuing my workout, but it seems like... I can't lose any more inches! My legs are thick, squishy, and jiggle. How can I make them tight??
I've tried intensive weight lifting, I've tried intensive cardio, I've tried bicycling, I've tried running, all these things for 45min-1hour for 3-4 days a week, eating moreso fine. I can't afford a personal trainer, and no one seems to be able to help me... Same with my arms; they look fatty. And I've tried so many things to make them thin... I've tried intensive weights, but that makes them more muscular but still big. How do I make them sickly thin?

I truly understand ur prob. However I am not quite sure abt ur IDEA of high intensive. Normal common sense says that if it is really high intensive then u cannot do it for 45 min. Honestly, even if you can do a good 30 min HIIT it means u r quite a fit person.

Give me some more details abt wht ur routine is and also what kind of cardio do you do (which u term as high intensive)?

Diet? How much/often do you eat? That could be your problem right there.
