cut or bulk problem?

Ok im 5ft 11", 12 stone, 32inch waist

i have "ok" upper abs and chest muscle, but i would like more deffinition and muscle all over.

Is it a good idea to cut down, and do lots of cardio, less carbs etc....and then start bulking up muscle all over.

or is it a better idea just to hit the weights hard and put the muscle on that way?

Adding muscle and defiinition is very difficult. Probably best to choose one or the other...and to keep fat down, do bulking/cutting phases...help to keep large amounts of fat gain down to a minimum.

Gains and losses are both best acheived in the 12-15% range or so(partitioning is working at its most efficient for your needs)
