Without a metabolism test (measured by your oxygen consumption) you can't really tell what your metabolism rate is, you can only estimate.
When people say something has raised their metabolism they probably mean that they are hungrier or they are dropping weight. I know that I think my metabolism is up when I find that I am hungry every 3 hours like clockwork. I also get warm after breakfast when I am really doing well (that may or may not be my metabolism, but I like to imagine it is).
