Whenever I measure my bicep flat, i.e. arm flat out no flexing no pump, I measure at like 11 inches, my forearm is about 10 and a half inches at the widest part, how do i fix this.

Barbell curls, dumbbell curls, hammer curls, preacher curls, reverse curls, concentration curls, etc.

Barbell curls are great.. Aslo remember to hit your tri's. They are a much larger muscle which in turn will make your arms look bigger..

J-Mar made a good point. The tricep makes up about 2/3 of teh upper arm. Working it out from all vantage points will also help. Close grip bench press, dips, extensions are all good.
