Like has been touched on here in the past, some people just have better veins. Mainly comes down to body temp., activity level and how lean you are. The last time this topic was explored was quite entertaining. Lets see what it brings this time.

As Mojo says it is mostly down to genetics and low body fat, although some bodybuilders will use Niacin or apparently red wine (drink it or rub it on?)

Niacin in large doses can have some side affects, notabley possible liver damage.

Vascularity is a product of heat. If your bodyheat is high, your bodies natural "cooling" mechanism is to pump blood to the area. Ever notice when you are cold, even the best veins pull back in like a snail.

Other than that, leaness and genetics are the key players.
