Ok, I was bulking and stuff, and after about oh I don't know, two months into it my gains pretty much disappeared and after a while I just felt like I was adding fat. I wasn't getting stronger at all, and muscle mass didn't seem to increase much either. I am on the last part of a cutting phase, and my question is, once I go back to bulking, are the gains going to come fast? I heard from some people after you cut once you start to bulk you make some great gains(similar to newbie gains I guess you could say).

Congratulations on your gains. As I a hard gainer myself I know how awesome it feels to be successful in putting on some weight.
Had you ever lifted before you started making gains? If so, had you changed your diet or just your workout? If you just started working out, you would make some nice gains before settling in. Make sure your protein intake is correct (~1.5g per lb body weight), muscle can not be increased without this. High carb intake is important as well. Just notice diets that focus on this.
Depends on how you define fast. I don't think there are any ways to safely and naturally gain fast based on my definition of fast (for hard gainers). Consistent is possible though.
If you WORK hard, REST enough and EAT right, You will gain. I have gained 20-25 pounds since June 05. I have worked hard and consistently while making moderate changes to my food intake (quantity and quality). There is a really awesome post on diet calculations in the nutrition forum.
I have recently noticed that I seem to gain weight better with a couple of extremely hard days of work and more rest. I seem to gain strength better with four days of hard work. I will be posting some questions about this later.
You need to vary the number of reps and sets for your exercises. Your body adjusts quickly to always doing the same. Look up periodization (undulating or other). Lower reps and higher weight is my favorite but my body really gets challenged when I have to lower the weight and do 10-15 reps.
