In Pavel's "power to the people" a routine is mentioned called cycling. It says essentially that you work out until getting to the maximum you can lift at that time. After a few workouts with that weight, you lower the weight and work your way back up (possibly exceeding your previous lift) then repeat. Is this effective?

Russia and Bulgaria did it effectively for years. It is a strength building routine, so effectively depends on your goals here.

Russian research found that using SE (submaximal effort) in a wave with maximal effort, was one of the most effective means at producing strength gains when in a conjugated block.

Was it you that was asking about one of his routines, or strength vs mass?

I personally do not like it, I like to go heavy. I use SE in my deload weeks.

I'm currently doing a workout routine with 75-80% 1rm at 1-4 reps. If I do a cycling routine, should I still keep the reps low when the weight goes down if I'm trying to keep weight gain at a minimum?

Yes. SE involves the use of relatively light weights (50-80% for powerlifters) for lower reps.
