I noticed a girl in the gym that every Mon-Thurs. does like an hour of cardio and then does every single machine once. At the all women's gym I go to there isn't a great variety of machine, but theres a shoulder machine, 2 back machines...etc. I don't know how long she's been working out, but it's making me consider doing her routine. I typically do my arms, legs, shoulders, and back with free weights on seperate nights. What do you guys think of her routine?

hours cardio and then weights, seems bit of over kill

first off, you shouldn't do cardio before weights - ever. plus an hour of cardio is a lot, unless of course you're a long-distance runner and you're doing sport-specific training.

the most effective way to arrange weights and cardio is to do them on seperate days. right now i follow a three-day lifting split, and i do cardio on three of my non-lifting days. i have one day off every week. i'll change this up when my body gets used to the routine. the key is to vary your program enough to keep you from plateauing. but never, ever do cardio before you do weights. it's very counterproductive.

Maybe she is curcuit training, but the cardio is a little overkill like Howdiekat said.
Why don't you ask her who made her workout and what is her goal? I get asked once in a while, and it's an ok question I'd think.
