Whey protein powder is a convenient and "clean" source of protein for your nutrition plan. You might want to take a look at what you currently eat and when, determine how much protein you need (based on your current make-up and goals), and use whey protein as a convenient way to get supplemental protein intake during your day.
Sometimes poeple who train with weights find that they are not getting as much protein in their diets as they'd like (or need). Whey is an easy way to supplement the protein portion of your existing nutrition plan.
Bottom line: "When to use Whey" ultimately depends on your eating and exercise habits as well as your current body type and desired body type. In general, though, try to keep clean burning fuel in your furnace every 3-4 hours. A pre-workout protein drink can help fuel your workout and a post-workout protein drink (with carbs) can help your body to recover from a stressful workout. Protein before bed can actually be beneficial, too, by providing fuel during your nightly "fast" (this helps to keep your body from "eating away" at muscle tissue while you sleep). Hope that helps.
