Ok I know there is no such thing as spot reducing, but is there such a way that you can gain weight in specific areas?

You can build muscle in a given area, which will make that area heavy.

Even building mass in only one area(muscle, not fat) is difficult once past the newbie stage. This can be done of course, but the body does prefer a "balance". For instance, you cannot just work arms forever and expect big arms. If that were the case, many bodybuilders/trainees would be walking on their hands!! as they hate working legs. It takes a certain amount of mass over your entire frame to add inches to many bodyparts. You can indeed emphasize(prioritize) your weak points, but you still will have to hit other bodyparts as well.
