Hi,
I'd just like to ask 2 questions:
1. To increase arm size, should I add weight to the dumbells or more reps per set?
2. The area below my calves is real skinny, I can feel the bones. Is there any way to make it 'fatter'? I don't have access to leg machines, so that could be a problem...
Thank you!

For the calves/area below the calves, try using a step or a stool or a block of wood. Stand on it with your toes on the step and the heels hanging off of it. Hold onto the wall with your hand. Now, lower you heels as low as the will go without touching the floor. Then raise your heels as high as they will go. This is one rep.
Do sets of these to work your calves and achilles tendon area. To add weight, give someone a piggy back ride while doing this. Make them fill out a medical/injury waiver first, just in case you fall.
Hope this helps.

Do both to increase arm size, somefind doing less weight more reps work good, others like to go a lil heavier. Try higher reps for 6 months, the lower reps more weight for 6 months, keeep a log and measure and see what got better results.
However I prefer to do the "basics" hard and heavy.....bb curls, pretchers, skull crushers, dips. While isolation lits more "bodybuilder" style over 10 reps. Stuff like db curls, tricep push downs, kick backs.
Howeve rnone of this will help if your diet is not good, and yournot excercising your whole body. My arms don't grow unless, i have added about 2 or 3 lbs over all to my body weight, and my back and chest have gotten stronger.
-------------- if you kick a tiger in the @$$ , you then have to descide what to do with the teath end.
