How exactly do I do cardio workouts? Is it like stretching, etc? Will I lose any weight If I eat a small regluar meal twice a day (no diet) but with only water?

Cardio is any exercise that gets your heart rate up like brisk walking, cycling, swimming, running etc , so stretching doesn't count.
You may well lose weight if you only eat twice a day but you will probably be losing muscle as well as fat.
The trick to losing weight is to only make a small decrease in the amount you're eating so that your body doesn't go into starvation mode ( when this happens your body tries to store as much fat as possible and burns off muscle)
If you use the search facility on this site(called fitbuddy, at the bottom of the page) you will find lots of discussions about calorie intake and meal times. The consensus about meal times is to eat 5-6 small meals a day as the longer you go without food, the greater the risk that you go into starvation mode.

Also, when you do cardio you must keep your heart rate within your range for the full workout with a proper warm up and cool down, 220-age for men or 226-age for women, and adjust the percentage that you need to work out in. 50-60% if you have exercised little, 60-70% if you have exercised in a moderate or active level and want to lose weight, and 70-80% if you are active, more than that is reserved for the very physically fit. If you don't stay within your range, you won't lose as your body screams for energy and steals from muscle instead of fat. Good luck,
