Start by lifting weight regularily - heavy weight with good form 8-12 reps. Pick a program from ft and get started!

It takes (I think) about half a year to give the skin a chance to shrink up as much as it is going to, then you can decide if you need a skin tuck or not. Many people who have lost as much weight as you have (CONGRATULATIONS!!!!) find that their skin just isn't going to return to its normal shape and skin tucks are necesary. You could consult a surgeon now and see what they say about it, but I would wait and give it a chance to shrink up first.
Filling it out with some muscle will help, also.

But much of your skin's elasticity is genetically determined, so check with your mother and see how her skin recovered from pregnancy - that may give you some indication of how resilient your skin is.
