THIS is a good place to start! I would highly recommend using the Nutrition Tracker or some sort of log to document what you are eating and make sure you are consuming the amount of calories and nutrients necessary for your body to perform all it's functions properly (that includes burning fat!).
You may need to consult your doctor to determine your limitations on resistance training - by definition, they involve *some* sort of weight, even if it's just your body weight.
Building up some muscle will help you burn the excess fat faster and more consistently.. you can also look up Interval Training to maximize your cardio sessions..
Another thing to keep in mind at the start, is that you are changing your lifestyle. Instead of thinking 'summer time body', think that you want to get slimmer, stronger, and healthier FOR GOOD. Create a new way of eating, of working out, of living! And make it a part of you.
