Best Dumbell Weight

What is the best dumbell weight to use if you are not looking to gain muscle mass, but strength and definition? Also, best reps with designated weight?

No one can tell you how strong you are. You will have to determine that. A great rep range for hypertrophy is 9-12. Find a weight that you can do for that many reps, with the last couple being fairly hard to do. Keep trying to increase this weight to gain your strength. For definition, your diet will be your key here. Create a caloric deficit, and you will lose fat and gain definition.

A caloric deficit is an intake of calories lower than your maintenance calories.
