fat to mass?

If Im already fat, but i want muscle mass, should i do cardio till im "toned" then work on the muscle groups, or should i do both?

I say start working the muscles hard and watch a magical transformation; fat will disappear and muscle will appear at the same time. Trust me on this one; give weights 90% of your time and cardio 10%.
