ive been working out for a little while now, and my chest is coming along ok, but my arms are still lacking :( especially biceps, shoulders aren't too bad, what can i do to get my biceps and shoulders much bigger?? whats the best and quickest way?? bicpes mainly,

some days they look ok and some they look smaller, if u know what i mean?

Work your triceps as hard as you work biceps. Triceps are a much larger muscle, and are the majority of your arm mass. Biceps are but a small "show" muscle, and also easily overtrained by folks trying to get "big" arms.
