if i really wanted to build up ma arm...shuld i do more push ups or life more weights?

Lift more weights.....

And you'll need more muscles to loose that fat (so you'll finally be able to see your abs!).

What about telling us a little bit more about yourself.....

And keep in mind that working your arms alone will not necessarily increase the size of your arms. Be sure to work on your shoulders and upper back; otherwise, your bicep and tricep and forearm growth will be limited.
