Is there a set time you wait between reps and a set time between sets

The time is up to you. Do each set as quickly as you can. Generally a heavier set can require up to a minute or 2. I try to never wait between sets. Doing so adds to the aerobic benefit. But the answer to your question is to get to the next set as soon as you can do it.
