Go on a bulk, lift heavy and eat...once you hit your mass goals, go on a cut, while still lifting heacy, start focusing on diet, and still lifting as heavy as you can, and add some cardio in, however you say you are quite active, so likely you just need to tighten your diet.
But it is very hard to gain muscle, and lose weight at the same time, since you need to eat more than your maintance calories to gain, which will also put on some fat as well.
