Too bad we cannot just move fat cells around like we do our money. I'm 165lbs and want to add 10lbs however at the same time want to loose a litte fat around my stomach. I am very active with a very fast metabolic rate. Any suggestions on how to loose 5lbs around the waist but at the same time add mass to arms and chest?

Go on a bulk, lift heavy and eat...once you hit your mass goals, go on a cut, while still lifting heacy, start focusing on diet, and still lifting as heavy as you can, and add some cardio in, however you say you are quite active, so likely you just need to tighten your diet.

But it is very hard to gain muscle, and lose weight at the same time, since you need to eat more than your maintance calories to gain, which will also put on some fat as well.
