I'm 6'3" and am healthy, but I weigh 145lbs. I can't seem to gain weight. I've hovered around this weight for 20yrs now but I want to put on weight and muscle.
Eat more. And before you reply, simple fact is that if you want to add weight you need to eat an excess of calories. The fact you havenot gained means you are not eating enough calories.
